CDBG Program
About CDBG
Authorized under Title 1 of the Housing and Community Development Act of 1974, the Community Development Block Grant (CDBG) Entitlement Program administered by the U.S. Department of Housing and Urban Development (HUD) provides eligible cities and counties with annual funds to revitalize neighborhoods, support affordable housing, provide economic opportunities, and improve community facilities and services intended for low- to moderate-income (LMI) residents. The timeframe for each CDBG Program Year (PY) is from October 1 through September 30, and in accordance with HUD requirements, CDBG-funded activities must meet one of the following National Objectives:
- Benefit low and moderate-income persons; or
- Aid in the prevention or elimination of slums or blight; or
- Meet community development needs having a particular urgency e.g., response to a hurricane, tornado, flood, or similar disaster.
The City of New Braunfels has been fortunate to receive annual CDBG grants since 1994; the amount of funding varies each year because the allocation is calculated by HUD on a formula basis. It is the City’s longstanding practice to distribute its allocated CDBG funds throughout the community by providing eligible subrecipients with grants that can be used to support a wide range of services and projects. Of the total annual amount, HUD requires that specific percentages of the funding be utilized as follows: up to 20% for CDBG program administration, up to 15% for public service activities, and a minimum of 65% for housing and public facility projects or other HUD-eligible uses. Any unallocated funds, including from previous Program Years, are held in reserve in the U.S. Treasury to be utilized by the City for housing/public facilities projects at a future date in accordance with timeliness requirements and eligibility of the activity.
To receive its annual CDBG allocation, the City must develop and adopt a Consolidated Plan every 5 years in which community needs are identified, and related goals (Strategic Priorities) are established to address the hardships e.g., those outlined within the currently adopted CDBG 2020-2024 Consolidated Plan. The strategic planning document is then supported by an Annual Action Plan that is developed by the City, assisted by the Community Development Advisory Committee (CDAC), every year to provide details about how the funding will be specifically used to meet the identified Strategic Priorities during the Program Year. If necessary, an adopted Consolidated Plan and/or Annual Action Plan may be amended through a formalized Substantial Amendment process for situations such as the deletion or addition of CDBG-eligible activities or priorities.

Announcements
2025-2029 Consolidated Plan and PY25 Annual Action Plan
After an extensive process, the City of New Braunfels has developed its 2025-2029 Consolidated Plan (Con Plan) and associated, incorporated Program Year 2025 (PY25) Annual Action Plan (Action Plan) in collaboration with local partners and residents to address the needs and priorities of the community. These plans are required by HUD for the City to receive its annual allocation of CBBG funding; the grant period for PY25 is from October 1, 2025, to September 30, 2026.
In accordance with the City’s standard practice, applications to request funding were available to eligible recipients from February 11, 2025, to March 11, 2025. All applications were received electronically; no late submissions were accepted or considered for funding.

After detailed review by CDAC, they approved their final funding recommendations on June 4, 2025, tentatively awarding a total of $363,396 to local nonprofit organizations for a variety of eligible programs and projects. The awards are conditional upon HUD’s subsequent approval of the City’s 2025-2029 Con Plan and PY25 Action Plan by approximately September 2025.
As such, the following proposed activities for PY25 have been incorporated into the drafted Plans:

Per HUD’s requirements, the drafted Plans are available for public review and comment for no less than 30 days. Details regarding public hearings are provided within the CDBG Program Calendar on this page; all comments received during the public comment period, June 16, 2025, to July 17, 2025, will be included with the Plans when submitted to HUD. Comments must be submitted to the City’s Grants Coordinator, via several methods, including email by 5 PM (Central Time) on July 17.

Eligible Activities
CDBG funds may be used for activities that include, but are not limited to:

- Disposition of property acquired with CDBG funds
- Public facilities and improvements
- Clearance activities e.g., demolition and removal of substandard hazardous structures
- Public services e.g., childcare, healthcare services, job training, and counseling
- Relocation
- Housing services
- Homeownership assistance
- Housing rehabilitation
- Historic preservation
- Lead-based paint evaluation and reduction
- Economic development activities
- Neighborhood revitalization
- Energy conservation projects

Ineligible Activities
The general rule is that any activity that is not authorized on the eligible activities list or in the regulations is not eligible to be assisted with Community Development Block Grant (CDBG) funds. The following section identifies specific activities that may not be paid for with CDBG funding:
- Buildings used for the general conduct of government
- General government expenses
- Political activities
- Purchase of equipment, including construction equipment, fixtures, motor vehicles, furnishings, and other personal property (unless part of a public service of grant administrative expense)
- Operating and maintenance expenses, including maintenance and repair of streets, parks, playgrounds, water and sewer facilities, neighborhood facilities, senior centers, centers for persons with disabilities, parking and other public facilities and improvements
- New housing construction
- Income payments for subsistence e.g., welfare payments
Eligible Subrecipients
In addition to City projects and programs, the City of New Braunfels can award CDBG funding to non-profit organizations, for-profit businesses, or other government agencies for carrying out eligible CDBG activities that meet national objectives and priorities. Consolidated Plan
To receive its annual Community Development Block Grant (CDBG) entitlement grant, the City of New Braunfels is required to prepare a five-year Consolidated Plan, of which the first year of the Consolidated Plan serves as the Annual Action Plan for the associated program year, and all subsequent Annual Action Plans are then developed to support the HUD-adopted Consolidation Plan.
These plans present a strategy and goals for use of the CDBG grant. The plans must meet federal requirements under:
- Housing and Community Development Act of 1974, as amended
- National Affordable Housing Act of 1990, as amended
- Stuart B. McKinney Homeless Assistance Act of 1987, as amended
Eligibility
All projected use of funds must be determined eligible in accordance with the following federal regulations:
- 24 CFR Part 570, CDBG Program Final Rule
- 24 CFR Part 92, HOME Program Final Rule
- 24 CFR 576, ESG Program Final Rule
Purpose
The City of New Braunfels’ Consolidated Plan serves the following functions:
- A planning document for the city, which builds on a participatory process at the grassroots community level
- An application for federal funds under Housing and Urban Development’s (HUD) formula grant programs (of which CDBG is one)
- A strategy to be followed in carrying out HUD programs
- An action plan that provides a basis for assessing the community’s performance
Priorities
The City of New Braunfels’ 2020-2024 Consolidated Plan contains key priorities to aggressively pursue on a policy and program basis. These priorities reflect the policies and programs that will best meet the needs within the city, and are listed as follows:
- Decrease Homelessness. Provide funds to support transitional housing. Provide funding to create supportive housing opportunities and fund programs that address the needs of homeless.
- Public Services. Support efforts to coordinate work of social services providers and identify duplication of services. Fund programs that address the needs of the elderly, victims of domestic violence, youth, and other sub-populations.
- Increase Affordable Housing. Fund activities that sustain or improve the condition of existing housing inventory for low to moderate income households. Fund rehabilitation, repair, and weatherization programs. Fund programs that address needs of low-income neighborhoods
- Public Facility and Infrastructure Improvements. Fund public facility improvements that benefit low to moderate income persons and households, persons with special needs, including but not limited to senior centers, homeless facilities, parks and recreational facilities. Fund sidewalks and street improvements.
- Historic Preservation. Fund public and private activities that address slum and blight. Support efforts to maintain and preserve properties of historic significance in the community.
- Community and Economic Development. Provide funding for projects that create jobs through community development programs. Support projects that increase economic opportunities in low to moderate neighborhoods.
- Fair Housing. Improve access to community resources. Continue compliance with federal regulations.
These priorities are subject to change, at the recommendation of the Community Development Advisory Board to the City Council, and/or the City’s CDBG staff.
Amendments
The City of New Braunfels will amend the Consolidated Plan whenever a substantial change is anticipated.
The following are considered substantial changes:
- Deletion or addition of priorities as described in the plan
- Significant change in the purpose, scope, location or beneficiaries of CDBG funds
- A budget change that exceeds $50,000
All amendments to the Consolidated Plan will be preceded by appropriate public notices and public comment periods, as required by federal regulations regarding the change of use of funds.

Annual Action Plan
To support the Consolidated Plan, an Annual Action Plan is developed every year by the City’s CDBG staff, with input provided from the community, local non-profit organizations, and members of City departments during meetings, focus groups, interviews, and online surveys to assess the current needs of New Braunfels.
Every year, all activities within the Plans are selected in accordance with the city’s Citizen Participation Plan, and Housing and Urban Development (HUD) regulations governing the CDBG program. Within the Plan, each activity that is selected must include the priority needs addressed, resources to be used, the number of New Braunfels’ residents assisted, the benefits to the community, and the organization designated as having lead responsibility. The City of New Braunfels strives to serve 90% low-to-moderate income level residents with the activities funded by the CDBG program.
As such, in a longstanding practice, the City provides a competitive grant opportunity to prospective subrecipients of its CDBG funding each year to provide much-needed services to the City’s low- to- moderate residents. Applications are typically released in mid-February through mid-March, and after the application period closes, all submissions are reviewed by the City’s CDBG staff for completeness and eligibility. All eligible applications are then provided to members of the Community Development Advisory Committee (CDAC) who have been appointed by City Council to review and to develop recommendations for proposed subrecipients of the City’s CDBG grant funding.
The funding recommendations are then incorporated into the City’s drafted Annual Action Plan, or Consolidated Plan as applicable, which is available for public comment for a minimum of 30 days and requires a minimum of two public hearings to allow the City’s CDBG staff to receive feedback regarding the proposed activities. After the public comment period has ended, the City’s CDBG staff compiles all comments received and submits them with the proposed drafted Plan to HUD for review and approval, allowing the Program Year to begin on October 1.
After the completion of the Program Year on September 30, the City’s CDBG staff compiles a Consolidated Annual Performance and Evaluation Report (CAPER) with report regarding the accomplishments and progress toward Consolidated Plan goals during the prior Program Year. The CAPER is submitted to HUD in December for their evaluation of the City’s performance in managing its CDBG funding.

If you own your own home and live in the city limits of New Braunfels, you may qualify for minor, non-emergency home repair assistance! This program is exclusively funded by the U.S. Department of Housing and Urban Development (HUD), and when CDBG funding is available, the program provides City-contracted services to approved homeowners for a variety of repairs such as electrical, plumbing, roofing, and weatherization.
To qualify, you must:
- Live within the city limits of New Braunfels;
- Meet the HUD Income Limits for your household size;
- Live in a single-family residence;
- Own and live in your house for at least one (1) year;
- Be the legal owner of your home with a clear title in your name;
- Your home must be your principle residence on a year-round basis;
- Be current on property taxes for your home; AND
- If applicable, be current on the mortgage payment for your home.
Community Development Advisory Committee (CDAC)
The Community Development Advisory Committee (CDAC) is composed of nine New Braunfels’ citizens who have applied to become a member of the committee and have been approved by City Council to serve in an advisory capacity on matters relating to the CDBG Program. CDAC’s responsibilities include reviewing the competitive applications for funding, hosting agency presentations, and making recommendations for funding allocations to be considered and approved by City Council. Funding allocations are subsequently included in the City’s Action Plan.

Community Development Block Grant - Coronavirus
CDBG-CV Info
The City of New Braunfels was fortunate to receive two special allocations to our Community Development Block Grant funds from the U.S. Department of Housing and Urban Development (HUD) to be used to prevent, prepare for, and respond to the coronavirus (COVID-19). These allocations were authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, which was signed by President Trump on March 27, 2020, to respond to the growing effects of this historic public health crisis. The CARES Act provided $243,102 in Round 1 Community Development Block Grant Coronavirus (CDBG-CV) funds to the City in April 2020 and in September 2020, the City received an additional $423,819 in Round 3 CDBG-CV funding; Round 2 of CDBG-CV funding was allocated to states and therefore not available to the City. CDBG-CV funds may be used for a wide range of activities that must be associated with COVID-19 and all eligible activities must meet one of the three National Objectives: 1) Benefit low to moderate-income persons, 2) Aid in the prevention of slums and blight, or 3) meet other urgent community needs such as disaster relief. Eligible activities include, but are not limited to, Public Services, Buildings and Improvements (including Public Facilities), and Assistance to Businesses (including Special Economic Development Assistance). All CDBG-CV funding must be expended by June 2026.
As a result of a competitive application process for the first round of CDBG-CV funding (CDBG-CV Round 1), the City received applications from 5 local non-profit agencies for a variety of eligible activities within the Public Services category for a total of $312,025. All applications were reviewed by an internal committee consisting of several City staff members and the City’s CDBG consultant and, as allowable by HUD, it was the recommendation of the review committee that all activities be fully funded with the CDBG-CV allocation and a portion of unallocated CDBG Program Year 2019 (PY19) funding. A Public Hearing was hosted during the City Council meeting on May 26, 2020, and City Council subsequently approved the amended CDBG Program Year 2019 Annual Action Plan, including CDBG-CV Round 1 funding recommendations, during the City Council meeting on June 8, 2020.

After another competitive application process for the next round of CDBG-CV funding (CDBG-CV Round 3), the City received applications from 8 local non-profit agencies for a variety of eligible activities within the Public Services category for a total of $942,779. All applications were reviewed by an internal committee consisting of several City staff members and the City’s CDBG consultant to form funding recommendations.
A Public Hearing was hosted during the City Council meeting on January 11, 2021, and City Council subsequently approved another amendment to the CDBG Program Year 2019 Annual Action Plan, including CDBG-CV Round 3 funding recommendations, during the City Council meeting on January 25, 2021.

After another competitive application process for the next round of CDBG-CV funding (CDBG-CV Round 3), the City received applications from 8 local non-profit agencies for a variety of eligible activities within the Public Services category for a total of $942,779. All applications were reviewed by an internal committee consisting of several City staff members and the City’s CDBG consultant to form funding recommendations. A Public Hearing was hosted during the City Council meeting on January 11, 2021, and City Council subsequently approved another amendment to the CDBG Program Year 2019 Annual Action Plan, including CDBG-CV Round 3 funding recommendations, during the City Council meeting on January 25, 2021.
On December 11, 2023, a Public Hearing was hosted during the City Council meeting, with a request from City Staff to approve the submission of an amendment to the CDBG Program Year 2019 Annual Action Plan regarding a reallocation of CDBG-CV Round 3 funding from a current service provider to a new service provider. After receipt of approval City Council and HUD, the reallocation was effective on February 20, 2024.
CDBG-CV ROUND 3 REALLOCATION
- Hope Hospice for staff and personal protective equipment (PPE) to serve clients during COVID-19 emergency: $122,482. Remaining 2023 balance was $70,385.64, to be reallocated in full to River City Advocacy.
- River City Advocacy will provide mental health services for those affected by COVID-19: food and shelter assistance for homeless residents: $70,385.64
