1990: C.R. Headen Becomes Police Chief

LEFT:  C.R. "Dick" Headen was the Chief of Police for four years, although he served in law enforcement for a total of 26 years. He passed away in December of 2015.

1994: Ray Douglas Becomes Police Chief


RIGHT:  Ray Douglas was the first New Braunfels Police Chief to advance through each of the ranks of the Department to become the Chief.  He served as Chief of Police until his retirement in 2002.

NBPD Bike Patrol
LEFT: The NBPD bike program kicked off in 1995 and continues today (photo from 2016).  The program was a success, not only for the community but for the officers as well.  Bicycles allow officers to patrol areas that cars cant get to like the banks of the Comal River, local parks like Landa Park, and special events like parades and festivals.  It also gives officers an opportunity to get out of a patrol car and more easily interact with the community.
