
A thoroughfare plan identifies existing and proposed major roadways both within the city limits and the extraterritorial jurisdiction (ETJ). This plan ensures that as the community grows, key corridors remain functional and are preserved to safely and efficiently move traffic across the city. The City Council adopted the 2025 Thoroughfare Plan Update on December 8, 2025, and it is effective January 1, 2026.
What does the Thoroughfare Plan do?
- Provides a framework to guide growth, preserve right-of-way, and plan for future transportation needs.
- Ensures connectivity to improve emergency access, reduce congestion, and enhance multimodal options
- Establishes roadway classifications, right-of-way widths, and design standards that are flexible based on function, area, and land use.
What does the Thoroughfare Plan NOT do?
- Define the exact alignment of every roadway.
- Serve as final construction documents or environmental studies.
- Guarantee immediate construction, specific timeline, or set roadway
priorities.
