The Economic and Community Development (ECD) Department works to expand the City's tax base, support job growth, revitalize downtown, develop a healthy housing market, and promote enhanced fiscal sustainability throughout New Braunfels.  The department also provides professional, analytical, and administrative support to the New Braunfels Economic Development Corporation.

Confluence Economic Development Strategy 


The Confluence Economic Development Strategy was created through a public-private partnership between the New Braunfels Chamber, the GNBEDF, the New Braunfels Economic Development Corporation, the City of New Braunfels, Comal County, and New Braunfels Utilities.

The process for developing the strategy began at the start of 2022 with a Community Assessment that examined New Braunfels’ data and competitiveness, combining original research and input from businesses, residents, and community leaders to help identify potential threats and opportunities.

The Confluence strategy has six priorities:

  • Attract quality jobs in target industries
  • Create competitive office and industry space
  • Support the success of startups
  • Align and optimize workforce assets
  • Improve mobility and transportation options
  • Execute proactive land use and development strategies

Boards & Committees

The Economic and Community Development Department administers the functions of the following boards and committees:

  • The New Braunfels Economic Development Corporation Board administers economic development investments funded by a percentage of the City's sales tax collections to support business retention and expansion. These funds can be used to fund a wide variety of projects including land, buildings, equipment, facilities expenditures, and quality of life projects. The board typically meets monthly on the third Thursday of the month at 5:00 p.m.
  • The New Braunfels Downtown Board endeavors to stimulate downtown economic development in New Braunfels, Texas by encouraging cooperation and building leadership in the business community, creating a positive image for downtown, assisting in improving the downtown appearance, and making recommendations to the City Council on initiatives designed to promote the economic development of the center-city area and support the local, small business community. The board typically meets monthly on the third Tuesday of the month at 8:30 a.m.
  • The New Braunfels Workforce Housing Advisory Committee works to address the community's workforce and affordable housing needs by raising awareness about the challenges and availability of workforce and affordable housing and providing the City Council with recommendations on solutions for a full range of workforce housing choices for households of all incomes, ages, and abilities. The committee typically meets monthly on the third Wednesday of the month at 4:00 p.m.
  • The New Braunfels Tax Increment Reinvestment Zone #3 (Downtown TIRZ) Board makes recommendations to the City Council concerning the administration, management, and operation of the Downtown TIRZ. The Board performs all duties imposed by Chapter 311 of the Texas Tax Code and aims to meet monthly or as needed.
  • The Central Texas Technology Center Advisory Board (CTTC Board) works in close partnership with the City of Seguin to assist in the administration of the CTTC and its programs. This Board is charged with the responsibility of oversight for the CTTC and keeping both City Council's informed. This Advisory Board meets every other month on the second Tuesday at 7:45 a.m.
