Coll Street Drainage Project

Recent studies show Castell Avenue and nearby areas have experienced some of the worst flooding during heavy rains in the downtown area. The standing water that is often seen in these areas erodes streets, sidewalks, and properties, and is due to undersized culverts on Castell Avenue and an undersized storm/drainage system running under Coll Street from Castell Avenue to the Comal River. 

Right-sizing the drainage infrastructure under Coll Street is considered a critical step in the redevelopment of Castell Avenue and the other right-of-way enhancements being planned for Downtown. The Coll Street Drainage Project, currently in design with funding through the New Braunfels Economic Development Corporation (NBEDC), presents a unique opportunity for additional improvements to Coll Street.

Based on feedback from residents and business owners as well as the NBEDC, New Braunfels City Council has unanimously approved the NBEDC's funding of $7.2 million for the Coll Street Improvement Plan. That plan includes:

  • Sidewalks (both sides)
  • Repaving from curb to curb
  • Pedestrian enhancements at intersections (“bulb outs”)
  • Right-sized, underground storm drain system/duct bank and curbs (water moves to the river)
  • Water and Sewer Utility Replacements (NBU will be coordinating with this project)
  • Underground utilities (there is still a need for some above ground boxes and service connections)
  • Pedestrian lighting (similar to antique style in other areas of Downtown)

Expected Timeline for Construction: Summer 2026 - End of 2027
