West End Area Plan
Overview
The West End Area Master Plan is a community driven planning effort for the West San Antonio Street and Spur Street corridor and its adjacent neighborhoods. The plan will focus on connectivity, the public realm, placemaking, infrastructure, environment, and neighborhood commercial/residential development opportunities. Public engagement will be a priority throughout the process to ensure that the vision reflects resident and local stakeholder input.

Next Steps
April 2025 Update
The City is progressing with specific initiatives supporting the West End Plan efforts. In recent months, the City has:
- Hired an engineering firm to provide conceptual engineering and public engagement between Hidalgo Ave and Walnut Ave. The consultant will assist in identifying and developing short-term and long-term street improvement projects.
- Short-term street and safety improvement projects will be part of the 2023 Citywide Streets funding, including pavement rehabilitation and pavement markings. It may include completing sidewalk gaps depending on available funding. Staff anticipates these improvements to begin in 2025-2026, depending on NBU’s completion of necessary utility upgrades.
- The long-term project will incorporate detailed engineering and design to realize the West End Area Plan vision and goals (enhanced landscape, pedestrian safety, multimodal mobility, and neighborhood identity). The City is submitting this project to the Alamo Area Metropolitan Planning Organization’s call for projects with construction in 2030-2032.
- The City is holding a public meeting for the neighborhood to comment on the preliminary design for this project on April 22nd, 2025 at the Westside Library.
- West End Area Drainage: Staff is completing the city’s drainage area master plan in 2025. The plan is regional and identifies local areas for further study. The West End Area is a local area on the city’s priority list and it plans to identify local studies for funding opportunities.
- Held a public meeting to gather critical feedback on an upcoming mobility project.

West San Antonio Street and Spur Street Mobility Public Meeting - 4/22/25
- The City of New Braunfels is seeking input from the community along the W San Antonio St – Spur St Corridor. This project was identified during the West End Area Master Plan. Public feedback will help guide the development of the project for when future funding opportunities become available. Meeting attendees can review conceptual designs, ask questions, and provide comments.
- The City will be accepting comments on this phase until May 23, 2025.

Initial Community Input
The West End Area Plan Design Team and the Economic & Community Development Department are seeking input from Westside neighbors and stakeholders. Thank you to those who have already taken the time to attend meetings, provide initial input, and sign up for continued information regarding this long- term planning project. We invite you to keep providing input at upcoming meetings and events and encourage others to share their thoughts as well. Your participation is important in developing a community- driven Vision for the Westside. Thank you!
Some common themes shared so far include the need for:
- safer streets that are designed for people and slow down cars
- enhanced public realm such as improved crossings, better lighting, and upgraded sidewalks
- parking that strikes a balance between residential and restaurants/businesses
- recreational amenities such as a community garden and dog park
- improved drainage in the neighborhood

The City of New Braunfels Economic and Community Development Department are leading the Area Planning efforts in close collaboration with Councilmember Campos and other City departments such as the Transportation and Capital Improvements and Communications & Community Engagement. However, the most important partners in this process are the residents, businesses, churches and organizations that call the Westside home. In order to develop an overall vision that reflects the community's aspirations and goals, all local stakeholders are welcome to participate. We ALL have a role in shaping our neighborhood!
